What is the California Core Practice Model (CPM)?

The California Child Welfare Core Practice Model (CPM) is a statewide effort, led by the counties, to develop and implement a framework to support child welfare practice and allow child welfare professionals to be more effective in their roles. The CPM is intended to guide practice, service delivery, and decision-making.

Distinctive features of the CPM are three sets of behaviors: foundational behaviors, practice behaviors, and leadership behaviors. These behaviors are key to creating an environment that is conducive for implementation of the CPM in county child welfare agencies.

The CPM Implementation Toolbox contains implementation resources and tools for use by California Child Welfare Directors and their implementation teams to help install and advance CPM in their locations. They are divided into four key domains: Organizational Readiness; Workforce Development; Engagement, Relationships, and Partnership; and Quality, Outcomes and System Improvement.
