Child and Family Services Review (CFSR)
The Child and Family Services Review
CFSR is the federal government’s process for assessing state child welfare agencies in achieving positive outcomes for children and families.
- Implemented by the Children’s Bureau of the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (DHHS).
- In August 2015, California county Child Welfare Service and Probation agencies began conducting qualitative case reviews using dedicated case review and quality assurance staff.
- CWDS is one of the four Regional Training Academies that trains case reviewers across the state of CA. For more information on Case Reviewer Training please click here.

CFSR Case Reviewer Training
There are four deliveries of the Four Day CFSR Case Reviewer training done throughout the state each fiscal year. Each of the Regional Training Academies hosts one of those trainings and there is one training in each quarter of the fiscal year. The California Department of Social Services website has up-to-date information on the dates for each training, as well as flyers which will inform you on how to register for each Four Day CFSR Case Reviewer training.
Quarter 1: Northern
Quarter 2: Southern
Quarter 3: Bay
Quarter 4: Central
Once you are registered you will need to obtain an online temporary certification as a pre-requisite to attending the in person four day training.

Southern California Regional CFSR Learning Collaborative
CWDS hosts a CFSR Learning Collaborative where we bring together CFSR Case Reviewers and CFSR QA Reviewers from each of the counties we serve so they can exchange information and learn from each other.
Definition of our CFSR Learning Collaborative:
To build a learning community to support Southern Child Welfare CFSR implementation.
Vision Statement:
We will become a supportive network of knowledgeable, efficient and skilled reviewers who through the CFSR process will help to create system wide change and improvements for children and families.
