Trainer Biography

Babbi J. Winegarden, Ph.D., M.H.P.E.

Dr. Babbi Winegarden is a Clinical Psychologist, licensed by the California Board of Psychology in 1994.  Dr. Winegarden received her Ph.D. from the University of Wisconsin-Milwaukee in Clinical Psychology in 1989 with her internship at the Palo Alto VAMC focusing on Neuropsychology and Post-traumatic Stress Disorder.  She subsequently completed two years of Fellowship training in Neuropsychology at the Palo Alto VAMC and Stanford University Medical Center.

Dr. Winegarden accepted the position of Clinical Neuropsychologist/Assistant Professor of Psychiatry at the University of Illinois Chicago at Rockford where she transitioned into Medical Education and became the Director of Medical Education.  She then accepted the position of Assistant Dean for Educational Development and Evaluation at the University of California, San Diego School of Medicine and completed her second Masters degree in Health Professions Education.  Her primary research has focused on the reliability and validity of assessment tools as well as their potential disparate impact.  Her primary areas of clinical work include the treatment of trauma, depression, anxiety, grief and loss and rehabilitation.

Dr. Winegarden accepted the position of Behavioral Health Program Coordinator for San Diego Child Welfare Services in March of 2020 and the position of Senior Clinical Psychologist for San Diego County Child Welfare Services in July of 2017.   In these positions, she assumed a leadership role in the provision of mental health services provided to the children and families that become a part of the child welfare system.  She is also responsible for the Behavioral Health team that provides case consultation and response to critical incidents.  She has a special interest in the welfare of social workers and the interagency collaboration with community partners.
