Staff Biography

Linda Haugan

Linda started her career in Social Services in 1981 as an Eligibility Worker for San Bernardino County Department of Social Services. She held various positions within the agency, including supervisor, District Manager, Program Specialist, Assistant to the Director and Deputy Director. She became the interim Director for the Department of Aging and Adult Services for nine months in 2001. She then was promoted to the Director for the Transitional Assistance Department in October, 2001. Her program responsibilities included all of the Self-Sufficiency programs.

In July 2005, Linda became the Assistant Executive Officer (County Welfare Director) for Human Services. She retired from this position in October 2016. Her responsibilities included overseeing eight Health and Human Services Departments: Aging and Adult Service; Behavioral Health; Child Support; Children and Family Services; Preschool Services; Public Health; Transitional Assistance; and Veteran’s Affairs.
Linda led the successful implementation of the landmark CIV Automated Welfare system and directed the effort to dramatically reduce the Food Stamp error rate with San Bernardino County. She was responsible for more than 7000 staff and had oversight of a $1.9 billion annual budget.

She received a Bachelor’s Degree in Community Development from Penn State University and a Masters in Business Administration from CalPoly Pomona.

She was an active member and past president of the California Welfare Directors Association.
